Grey Power Executive Health Policy

Detailed Health Policy

General
1.    An accord is necessary to remove the basic health structures from the adverse
effects of repetitive, ideologically driven change instituted for political ends.

2.   An accord is necessary to produce enduring personal and community health policies, fair
and acceptable to all regardless of political persuasion.

3.   An accord is necessary to ensure the development of an over-riding authority to co-ordinate
artificial divisions within the health sector and between all social elements now acknowledged
      as influencing health outcomes.

Specific
1.   To produce a health service funded at a level that ensures delivery of necessary services to all
who need them within a reasonable time, based on clinical criteria.

2.   To give certainty of access to all necessary health services, whether hospital or community based,
regardless of personal income or location.

3.   Grey Power remains keenly interested in the fulfilment of political promises effecting

            (a) Publicly elected members of District Health Boards

            (b) Deliberations of such Boards being open to public and media

            (c) That the public be equally informed on all basic data available to Health Boards
including matters as vital as funding principals, resource allocation and rationing
                  of services.

            (d) Further to a, b and c above, Grey Power is very perturbed at the example of Heath
Boards in the formation of their Statutory Advisory Committees, which are dominated
by existing Board Members.   This means that the Boards are advising themselves
to the exclusion of the wide ranging input which is the intent of the legislation upon
which Grey Power believes that the success of these structures depends.

            (e) Grey Power will remain vigilant in observing the affect on all New Zealanders of the
formation and operation of the new Public Health Organization (PHOs)

4.         The over-riding authority desired by Grey Power will examine existing social policy and
proposed legislation in particular relation to known and accepted causes of poor personal
and community health such as poverty, poor housing, unemployment, poor educational
attainment and increasing costs of many basic utilities.

5.         Grey Power strongly disagrees with any privatisation of health services without the fullest
local consultation processes and of high level of local agreement by the affected community

6.         Grey Power New Zealand Federation Inc, as a matter of principle will not accept advertising from
Anyone advertising unsubsidised prescription drugs.
